If you would like to find out when new PuTTY releases are available, we provide an RSS feed dedicated to PuTTY release announcements. Point an RSS reader or aggregator at this URL:
https://www.chiark.greenend.org.uk/~sgtatham/putty/releases.rss
Releases are also announced via
Simon Tatham's Mastodon account, and on the Usenet newsgroup comp.security.ssh. Both of those locations contain other unrelated traffic as well. If you just want PuTTY release announcements, use the RSS feed above, which contains nothing else.
Another way to be notified of updates is to install PuTTY via the Windows Store, which should notify you when there is an update available to any application you have installed.
